Is there a detailed log that is produced by eups that might point more
closely to what is failing?

Sorry, I didn't read carefully enough that you already tried these
variables. Curl, at least, likes the capitalized version of *_PROXY, so
try setting all of them. wget and most others like the lower cased
ones.
