Hi Heather,
	There shouldn't be any need to create scipy EUPS stubs any more -- it's
considered a part of the system-provided packages. So if you install it
in any way your system supports (e.g., apt with Ubuntu, or if you're
using Anaconda, you already have it), you should be good to go.

PS: The corollary is that no package should include setupRequired(scipy)
in its .table file.
