[lsst-dm-stack-users] Problems with stack master branch

I agree with Paul on this one. 

For example, my SCONSFLAGS is
	-j 8 -u -Q cc=clang
and I run
	scons opt=3

I don't think we want setting SCONSFLAGS to disable documentation.
