OK, try this (in bash):

EUPS_PKGROOT=http://hsca.ipmu.jp/sumire/packages eups distrib install gcc 4.6.3

I won't guarantee that works immediately: I've had a little trouble with it finding include files.  If you have troubles, please let me know and I'll try to fix the build file.
