Can you run:

git archive --format=tar.gz  --remote=git://git.lsstcorp.org/LSST/DMS/devenv/sconsUtils.git f38997df3e51b4d96dede5237c922cb4bf21a4c9 | tar xvzf

Best guess at the moment is that "git archive" (port 9418) is blocked.
