[lsst-dm-stack-users] problem installing sconsUtils on ubuntu 12.04

build.log comes from build.sh, which in turn is generated by
eups/eupspkg.py running inside eups distrib install.

The second command is supposed to unpack the eupspkg gzipped tarball
that was downloaded from the distribution server.

First question: Does that file exist with greater than 0 size?
Second question: Is it a gzipped tarball?
Third question: Do you have a pre-existing EUPS_PKGROOT environment variable?
