Which looks very similar to DM-1984<https://jira.lsstcorp.org/browse/DM-1984> that Paul noted. A rough version my a step-by-step guide to producing this error:
1) build version 9.2 of the stack -> result: success

I’m pretty sure that v9.2 did not run the tests when it built the software. v10.0 was the first release that turned testing on during the build.
